Policies, procedures and systems that take key populations into account
Following the Price of Work Sol report and the Independent Review, TL restructured its workforce to ensure that it became a peer-led project. This involved:

Disbanding Site Committees that did not include people from Key Populations

Hiring paid part-time Field Officers at sites (from key populations)

Recruiting volunteers form Key Populations to work alongside Field Officers

Recruiting Condom Distribution volunteers in markets and other public venues
Productivity of paid Field Officers
Creating paid part-time Field Officers resulted in greater reach of peer programs, increased staff retention and significantly reduced effort required in continuous orientation of new volunteers
