Implementing a more comprehensive package

The STEPs Model was introduced to broaden the range of  interventions offered to key populations at site level.

In TL Phase 1 there was a focus on awareness-raising but not on other elements of the comprehensive package. 

The STEPs Model helped staff and volunteers at sites to work their way up the steps towards a more holistic set of interventions that included more attention to sexual and reproductive health, moderating the harm cause by excessive alcohol use and responding to sexual violence.
